Riding the Wave of Change: The Politics of Radio Spectrum Management:  This doctoral thesis examines the collective regulation for electromagnetic radio waves, a high value transnational natural resource that facilitates all mobile communications transferring voice, image and data services. Due to the high demand of this scarce resource, the thesis explores the politics of radio spectrum management at the EU level and in four individual Member States for commercial frequency bands. It looks at the emergence of new rule systems and regulatory instruments that attempt to deliver ‘efficient management of commercial electromagnetic waves’. For this purpose, the thesis explores the contested nature of ‘efficiency’ in electromagnetic spectrum management and attempts to reconceptualise academic understanding of internal and external factors that determine rule system change in the case of scarce transnational resources.
