Resilience has become one of the key words in developing and understanding contemporary governance. Whether it is civil contingencies and emergencies or the regulation of risks, the call for resilience has become widespread. The current global financial and economic recession or the most recent international health scare from swine flu test the resilience of modern states. But what does resilience mean? Does it mean the same thing for all people - and what are the implications for the development of policy responses? The talk will point to the diverse understandings that are attached to the word resilience in the context of the modern state.
