The Minimum Staffing Level (MSL) is the level of resource that the Academic Planning and Resources Committee (APRC) considers necessary for a unit to carry out its essential core functions. Each unit is given an allocation of MSL points that have a cash equivalent value. MSL points are recorded on two main forms; the MSL1 records allocation and is maintained by the Planning Unit and the MSL2 records expenditure and is maintained by Human Resources. Each salary band has an associated MSL point value based on the relative average cost of an appointment at that band including on-costs.
