The application form and guidance is still available on the UK Border Agency website as dependants of current PSW migrants are still eligible to apply.

Current Post Study Work Migrants
If you are already in the UK with PSW permission and you are working for an employer, you can switch to Tier 2 (sponsored worker) without your employer having to pass the 'resident labour market test'.
If you establish your own business in the UK, you will need funds of £50,000 instead of £200,000 to switch into the Tier 1 (Entrepreneur) route.
