Study of civil service roles in policy making in Britain, especially in the development of primary and secondary legislation. The current focus is on the character and policy work of officials outside the senior civil service based on extensive interviews across Whitehall. Comparing civil services in Europe, the European Union and the United States. Responsible for several books and articles outlining major characteristics of bureaucratic systems, their longer-term development and current trends. The concept of "good practice" in policy development and how ideas about "good practice" originate, spread and shape reform. Director of the ESRC Research Programme "Future Governance, Lessons from Comparative Public Policy" involving 30 projects run in UK universities examining how policy ideas travel from one jurisdiction to another.
