My work lies in six main areas: The development of public sector IT systems and other large-scale, modern public policy systems and future trends in public management - see my co-authored book 'Digital Era Governance' (2006) which shows how a new paradigm of management focusing on three themes of recentralization, holism and digitalization has replaced the previously dominant 'new public management'. My work with LSE Public Policy Group includes detailed analyses of public sector productivity, citizen redress, policy evaluation, e-government and other related topics, mainly in UK central government but with some local and international experience.
Rational choice theories of bureaucracy and all related aspects of public administration and public management.
The design of large-scale electoral systems - I jointly designed the systems now used for the London Assembly elections and the London Mayor election (this last also used in 11 other UK cities). I have consulted widely on new electoral systems in the UK and overeseas.
Electoral analysis and party politics, especially relating to the new concept of 'competition space'. My current work contrast UK, India and USA with proportional representation systems and critiques Duverger's Law.
Public choice theory and modern political science.
Modern political theory relating to liberal democratic governance - see my forthcoming joint book with John Dryzek, 'Theories of the Liberal Democratic State' (2009).
