Dr Simona Milio holds a PhD in European Studies from LSE. Currently she is finalising a book which will be published by I.B.Tauris. This explores potential reasons for deficiencies in implementation across the EU and asks why Member States have difficulties implementing EU policies. Public policy and planning although important are little more than statements of intent, whereas implementation is the crucial subsequent step of policy cycles, enabling a realisation of ideas and outcome. In the EU it has become apparent that there is a clear gap between EU level policymaking and Member State implementation. This book argues a shift in focus to policy implementation since this constitutes a crucial common pathway that determines whether a policy is effective or not. I argue that deficiencies in implementation reflect some of the problems created by the multi-level structure of European policy making.

Future research aims also include the investigation of: (1) The consequences of Europeanisation on regional/national assets, with a specific focus on public administrations; (2) The role of public administrations in enabling the transition from EU policy making to policy implementation; (3) The role of politics in institutional and administrative capacity building, given a multi-level framework of governance.

Dr. Simona Milio is Associate Director of the Economic Social Cohesion Laboratory, based at the London School of Economics and Political Studies (LSE). She holds a PhD in European Studies from LSE. Her area of research ranges across European public policy and political economy, especially in the framework of EU policy developments and cross-country comparisons, with a focus on institutional, political and administrative capacity building at both national and regional level.



Dr Milio has significant experience of working for the European Commission and especially for the DG Employment. The most recent projects for the DG employment includes: the Ex- Post Evaluation of the ESF 2000-2006; the Intermediate Evaluation of the European Social Policy for Employment and Social Inclusion Programmes, 2007-2013; the Pro-Change: Innovative Pan-European Structures for Managing Economic Change and Restructuring at the Local Level, 2005-2007.
