On 6th May 2008, Sir Richard Mottram, who spent 15 years in the civil service as a Permanent Secretary in five different jobs, addressed the annual MPA Capstone Showcase event. Reflecting on fifteen years at the top in the UK Civil Service he argued that rapid turnover of ministers can hamper effective government and that the scale of change is not always appreciated.
