This panel will discuss the potential trade-offs between timely investments for recovery and digital and green transformations and how these objectives can be better reconciled in Europe and beyond.
Governments around the globe are looking for the most effective and timely manner to respond to the economic crisis triggered by COVID-19. Most of them are facing difficult decisions on what projects to prioritise in order to boost recovery. Some policy makers would prioritise ‘shovel-ready’ projects, mostly investing in infrastructure.
However, there is a generalised consensus on the importance of ‘building better’ by making recovery expenditure an opportunity for a green and digital transformation of the economy. The Recovery Fund of the European Union with its total expenditure capacity of more than 1.85 trillion euro is a key battle-ground for these debates.

Isabel Blanco is Associate Director and the lead environmental economist of the Economics, Governance and Policy Group of the EBRD (European Bank for Reconstruction and Development) and Visiting Fellow at The Grantham Research Institute for Climate Change and the Environment.
Francesca Medda is Professor of Applied Economics and Finance at University College London (UCL).
