Igor is a Research Associate within the Care Policy and Evaluation Centre. His areas of expertise are social policy, health economics, public-state partnerships, and political economy. Igor's previous research focused on the analysis of policy responses to the COVID-19 pandemic and its consequences in Russian regions. His current project focuses on the economic analysis of outsourcing care for the elderly to private firms and non-profit organizations in EU member states and OECD countries. The project examines the factors determining differences in the structure of the elderly care industry. In addition, the pros and cons of for-profit and non-profit organizations are evaluated, including external and internal incentives for quality and cost-efficiency.
Igor holds a PhD in Public Administration from HSE University. He worked as a Research Fellow at the Center for Institutional Studies and as a senior lecturer at the Department of Applied Economics at the HSE University. He was also involved in the Human Capital Multidisciplinary Research Center (HCMRC), a consortium of four leading Russian universities in human capital research. At the HCMRC he worked on a project studying the outsourcing of social services to the non-profit sector. Igor has published a number of papers in peer-reviewed journals and has been a speaker at academic conferences and popular science events for the general public.
