The House of Lords Industry and Regulators Committee yesterday published a report which adopts a recommendation made by Professor Julia Black to create an Office for Regulatory Performance, which would scrutinise regulators and regulatory systems’ performance on behalf of Parliament, providing them with expert evaluation and analysis to help them call regulators, and government, to account for the performance of regulatory systems.
